With all the talk about constitutional reform I wondered if it wasn’t time for us to start a debate about what, as Conservatives, we want our democratic system to look like.

A billion practical problems I admit, but let’s start a conversation about what we’d do in an ideal world. No such ideal world exists, of course, but it’s always more likely if we act like it can.
A fixed parliament would be welcome, however we need to keep the head of state’s ability to force parliamentary dissolution (or to block it!).
Not having a fixed term distracts both the government and the opposition. Gordon Brown will never admit it, but he’d call an election tommorrow if he thought he could win as he would have done last last year before backing down.
