		<description>A fixed parliament would be welcome, however we need to keep the head of state&#039;s ability to force parliamentary dissolution (or to block it!).

Not having a fixed term distracts both the government and the opposition. Gordon Brown will never admit it, but he&#039;d call an election tommorrow if he thought he could win as he would have done last last year before backing down.</description>
